  16. <p>California's Governor breaks the silence on the budget deadlock
  17. </p>
  18. <p>     After 45 days without a state budget, Californians wondered
  19. how long they could continue to get by in their truly and
  20. surreally cashless society. Weariness turned to anxiety when a
  21. federal appeals court ruled that the state had no legal authority
  22. to continue to pay out scrip for state medical insurance, known
  23. as Medi-Cal, to doctors and hospitals that care for the needy.
  24. </p>
  25. <p>     Responding to that new pressure and the exhaustion of
  26. weeks of closed-door negotiations, Republican Governor Pete
  27. Wilson last Friday offered up a new budget proposal that scaled
  28. back some previous demands but kept severe cuts in education
  29. and welfare. His plan was expected to meet continued resistance
  30. when it went before the Democratic-controlled legislature this
  31. week. "Enough is enough," Wilson pleaded. "Innocent people are
  32. suffering because of the inability of those in the capitol to
  33. make difficult decisions."
